Preston only became a city in 2002, and much of its housing was laid out while it was still a cotton town. The terraces off New Hall Lane and through Deepdale, Avenham and Ashton-on-Ribble are largely Victorian and Edwardian, and housing of that age often still has a rewireable fuse board, no earth at the lighting points and no main bonding to the incoming gas and water.
